Mr. Teras is listed as counsel in the 1999 decision Kooritsky v. Herman (U.S. DC Circuit Court of Appeals).  In Kooritsky, an immigration lawyer commenced an action pro se in November 1991 against the Secretary of Labor, challenging promulgation of an "interim final rule" by DOL which terminated the right of employers to substitute one immigrant applicant for another in the labor certification process. [1]  

Mr. Teras is listed as in-house counsel for Washington Global Fund, a venture capital enterprise with offices in "Seoul liason office" and claims backing from the Federation of Korean Industries (FKI), a quasi-official national economic policy outfit.  The fund has deep connections in China and Japan, and, in fact, I found postings referring to it on a website belonging to Tsing Hua University (from the West Gate of which I used to live not 100 yards).

According to a website at Tsinghua University in Beijing, Ted Kim (Tae Kim, from the Kooritzky case?) is a partner at Jaeger & Teras as well as the founder of TKIC LLC -- a Washington based consulting firm, and is currently a Steering Committee Member of Global Venture Investors Association and a Foreign Investment Advisor to Kyonggi Province, Korea. In January 2002, Mr. Kim became a member of the Steering Committee for Korea's Venture Rating Committee- organized by Federation of Korean Industries (FKI).  Also listed on the Chinese site, Ken Hagerty.

There doesn't seem to be a Jaeger & Teras website, but a search came up with a help wanted ad by Jaeger & Teras, LLP, 1090 Vermont Avenue, NW, Suite 350 in Washington, and it gave this contact email: pjaeger@jaeger-law.com.  The domain name wouldn't resolve, but Internic has it listed [3] to a Philip Jaeger, at the law firm's address.

Philip Jaeger is a member of ACG National Capital, a members-only "global association for professionals involved in corporate growth, corporate development, and mergers and acquisitions for mid to large companies" and includes as members executives with companies like Corporate Finance Associates Worldwide, Executives Unlimited, Mass High Tech, Berndorf AG, Asset Growth Partners, BAC Investments, TEC International, and so on.
